Congress’ passage last week of a massive, $1.3 trillion spending bill essentially concluded its legislative year, highlighted by tax cuts for Americans and much-needed money for the military. But members also failed to resolve voter-concerns on such issues as immigration reform and gun safety, with most members now focused on re-election in November.
